Development Case Study
Arbours at Ensley

Completed in December 2008, the $14.7-million Arbours at Ensley was financed with Section 42 tax credits and FHA debt financing.  It was initially met with staunch neighborhood resistance, and Arbour Valley needed to navigate a complicated local community relationship. However, once built, fears turned into celebration and appreciation due to the property’s quality of construction and improvements to the surrounding neighborhood. The road leading into the property was widened and upgraded. West-to-east water runoff and flooding was managed through the property’s water retention design. A new sewer line was installed to serve the development and surrounding neighbors, along with a new pedestrian friendly intersection. Arbour Valley was pleased to have the opportunity to work with the local government and area neighbors to substantially improve the area and deliver this much-needed affordable housing to the community.
