Our Story

Arbour Valley Development, LLC was founded by principals with backgrounds in real estate acquisition, land development and syndication, single-family and multi-family construction, and mortgage banking and real estate finance. Our market-rate projects complement their communities with attractive amenities, spacious and original floor plans, and numerous features that set us apart from other residential complexes. And our affordable housing projects, designed to provide very attractive and comfortable housing with rental rate and income caps, allow local governments to attract a plentiful entry-level labor force, enabling city managers and economic development directors to bring businesses to their communities.

Our projects utilize state-of-the art best-practice construction techniques, are environmentally conscious, strive to maximize green space, and accentuate a “work-play” environment. Whether it is high-speed wireless internet provided community-wide, or central gazebos designed as community gathering points, or nine-foot vaulted ceilings and screened porches,or even rooftop solar panels to reduce energy consumption, an Arbour Valley Development project is designed with the resident, the community, and the environment in mind.

Most importantly, our residential developments are run by competent, personable managers who know the apartment business and make our residents feel like valued customers and neighbors rather than numbers.

Key Personnel
Chip Moore
Chip Moore has twenty-five years of experience in real estate finance and development.  He has held executive-level positions in two of the nation's largest by-volume FHA commercial mortgage lenders, and is a founder of Highland Commercial Mortgage, LLC, which specializes in FHA financing.  Chip has personally arranged financing for hundreds of new construction, rehabilitation, and refinancing apartment, ALF, and nursing home projects.  Additionally, as a founder of Arbour Valley Development, he has engineered the growth of the firm's development/ownership portfolio.  Chip is highly involved with legislative affairs, provides the firm with unique insight into the governmental process and its impact on the multifamily development business, and oversees the compilation of appropriate equity and debt financing for each project.  He is a graduate of Auburn University, with a B.S. in Geology and an MBA.

David Sumrall
David Sumrall has twenty-five years of experience in real estate development, particularly in land development and construction.  David oversees all construction and development timelines, contracts, and accounting; additionally, he provides direct input and supervision to field personnel and interaction with architects, contractors, subcontractors, local governments, and vendors.  David brings particular expertise to budgeting, plan review, and value engineering.  He is a founder of Arbour Valley Development, and is responsible for the growth of the firm's portfolio.  David is a graduate of Auburn University, with a B.S. in Building Science.

Sam Johnston
Sam Johnston has 25 of experience in marketing, financing, and new business development in a variety of industries. Prior to joining AVD, Sam directed marketing and new business efforts for business units of several large firms and conglomerates, both domestically and from international locations. Sam focuses on land identification and acquisition, contract negotiation, working with local governments on annexations, site plan approvals, and zoning changes. He also specializes in identifying and obtaining financing through federal, state, and local sources such as tax credits and block grants. Sam has a B.S. in Economics from Auburn University and an MBA from Tulane University's A.B. Freeman School of Business.

Gabe Ehrenstein
Gabe Ehrenstein has 23 years of experience in real estate development, syndication, and ownership/management. Initially Gabe specialized in advisory/management/leasing of various commercial assets on behalf of large corporations and pension funds. He then assembled a commercial property portfolio on which he personally coordinated the syndication of equity and placement of debt. Additionally, he provided all leasing and management for the portfolio before its disposition. With AVD, Gabe is focused primarily on land acquisition and contract negotiation, navigating the local government land entitlement process, placement of appropriate debt and equity financing, and project financial feasibility analysis and modeling. He is a founder of AVD. Gabe is a former United States Air Force pilot; he has a B.S. in Electrical Engineering from Rensselaer Polytechnic Institute, an MBA from Golden Gate University, and a Master's Degree in Political Science from Florida Atlantic University.

Steve Lowitz
Steve Lowitz has thirty-three years of experience in real estate sales, financing, and development.  He has developed a 2800-acre golf course residential community, working both with national residential builders as well as building homes himself.  Additionally, he coordinated the commercial development integral to the success of that development, in which more than 1200 homes were sold.  Steve has developed and financed residential projects utilizing HUD/FHA financing, USDA rural-community financing, and conventional financing.  He acquired more than 10,000 acres in Central Florida, managing that land for ten years (timber, hunting, and cattle operations) before selling it to the Water Management District.  Also, Steve is an owner of an operating utility, and his unique expertise in utility operations, local government processes, and land entitlement are brought to bear in all of Arbour Valley Development's activities.  Steve graduated from the University of Florida with a B.S. in Business Administration with concentrations in Real Estate, Urban Land Studies, and Finance.
